The position contributes to the development and operationalization of Ipas Nepal’s RM&E systems, ensures quality data collection and management, and supports program teams and partners in evidence generation, reporting, and learning. The Officer works closely with program teams, partners, government counterparts, and the Ipas global RM&E team to ensure data-driven decision-making and compliance with donor and organizational requirements. Key Responsibilities Monitoring, Evaluation and Research Implementation Support the development and implementation of project-level RM&E systems, including tools, frameworks, and guidelines aligned with program needs. Oversee routine program monitoring activities, ensuring the quality, accuracy, and relevance of data collected across projects. Ensure timely collection, validation, and entry of program data into the TERRA system and other relevant platforms. Conduct analysis of RM&E data, identify gaps and trends, and support program teams in using data for decision-making. Contribute to the preparation of quarterly, annual, and ad-hoc reports in alignment with donor, social welfare council (SWC) and other organizational requirements. Support research processes, including study design, ethical approval, data collection, and implementation, in compliance with national and organizational standards. Ensure availability and regular updating of log frames, M&E plans, result frameworks, indicators, data collection tools and reporting templates for all projects and programs. Participate in monitoring visits and joint field visits to assess program implementation and data quality. Support baseline assessments, evaluations, operational research, and other studies, including protocol development, tool adaptation, field coordination, data management, and preliminary analysis. Data Quality, Systems, and Compliance Support implementation of data quality assurance mechanisms, including routine checks and data verification processes. Assist in conducting data quality audits and follow-up actions to ensure data accuracy and reliability. Maintain effective coordination with the Ipas Global RM&E team on data validation, tools, and system-related issues. Ensure compliance with organizational standards and national requirements, including coordination with government systems such as HMIS. Support management and effective use of RM&E information systems to enhance program performance and results. Coordination, Reporting, and Learning Work closely with program teams and implementing partners to ensure timely submission of quality data and reporting deliverables. Provide technical support to program teams and partners in data analysis, interpretation, and reporting. Contribute to donor reporting processes by supporting data compilation, analysis, and documentation of program progress. Support documentation of lessons learned, best practices, and evidence-based insights for internal and external dissemination. Assist in preparing knowledge products such as reports, briefs, and presentations. Capacity Building and Technical Support Support capacity-building initiatives for Ipas staff and partner organizations on RM&E tools, systems/indicator definitions, data collection process, methodologies and reporting requirements. Assist in strengthening RM&E capacities through training, mentoring, and continuous technical support. Strategic and Operational Support Provide support in the development and refinement of RM&E-related components of program proposals and new initiatives. Support updating and tracking of tools such as Balanced Scorecard and other performance metrics. Maintain working relationships with relevant government stakeholders and partners on RM&E-related matters. Contribute to organizational learning and continuous improvement of RM&E systems and processes. Other responsibilities Engage in a learning culture and participate and enrol learning courses of Ipas University. Qualifications, Experience, Knowledge, and Skills Bachelor’s degree in public health, demographics, population studies, or related field with 3 years of experience on monitoring, evaluation and research on health project preferably with an international NGO, Masters Preferred. Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages. Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/performance monitoring plans. Experience developing and refining data collection tools. Experience with data quality assessments and oversight. Well-organized, with ability to track multiple projects and meet deadlines. Ability to work successfully in a cross-cultural, team-based, global environment. Has strong written and spoken communications skills in English and Nepali language. Flexible to adapt to challenging work environment. Previous experience working in development organization/INGOs is preferable. Advocacy with the government for policy and budget on Climate Resilient Health System Capacitate implementing partners and field staff on Climate resilient health system, policy review and planning processes (7 step planning) of local governments, and budget allocation. Advocate with all levels of government for climate resilient health system and to increase the allocation and utilization of budget on SRHR and monitor the progress focusing on the sustainability of the SRHR program. Work with media (journalists) for advocacy and dissemination of governance and policy related information. Engage with professional organizations for dissemination of climate resilient health system and Ipas work in the sector. 4. Knowledge management, monitoring, and program development Document the program learnings and share with team internally and with external stakeholders as and when required. Support in developing new programs based on the lesson learned from the existing projects, Lead preparation of high-quality progress reports, donor reports, presentations, success stories, and other project documentation. Monitor project risks, identify implementation bottlenecks, and develop mitigation measures to ensure smooth delivery. Strong understanding of gender, equity, inclusion, and rights-based programming approaches. FWEAN's mission is to strengthen the entrepreneurial ecosystem by creating enabling environments for potential and existing women entrepreneurs. The organization advocates for women’s economic empowerment through capacity building, business support services, networking, and entrepreneurship development initiatives. With a primary focus on women’s entrepreneurship and job creation, FWEAN serves as the apex body of Women Entrepreneurs’ Association of Nepal (WEAN) and currently has 77 subsidiary WEAN Chapters and district-level networks across all seven provinces of Nepal. REQUEST FOR PROPOSAL (RFP) Federation of Woman Entrepreneurs’ Associations of Nepal (FWEAN), in partnership with Welthungerhilfe (WHH), is implementing the project titled “Strong (Women) Smallholders and CSAs of Nepal’s Western Mountain Regions for a Resilient Local Food System (EMPOWER)” in Budhinanda Municipality and Khatyad Rural Municipality. The overall objective of the project is to empower women smallholders, marginalized communities, and civil society actors to strengthen resilient local food systems. Expression of Interest (EOI) For Supply, Training, and Plantation of Vetiver Grass for Flood, Landslide Risk Mitigation in Mankal Rural Municipality, Lalitpur Caritas Nepal, established in 1990, is a nonprofit organization working with marginalized communities through inclusive, participatory approaches to strengthen dignity, resilience, and social justice across sectors such as disaster risk management, livelihoods, and emergency response. Caritas Nepal is implementing disaster risk reduction and climate resilience activities in flood- and landslide-prone areas of Mankal rural Municipality ward #1,2 and 3 through “Nepal Flood and Landslide Recovery Project, Bagmati 2025” funded by Caritas Italiana . As part of nature-based solutions, the project plans to use vetiver grass (Chrysopogon zizanioides) and bamboo cribs and embankments to mitigate soil erosion, landslides and flood risks. Background Forward Looking, an NGO working for the person with disabilities (PWDs) to improve their quality of life through education support and economic empowerment.  It is implementing the Inclusive Empowerment: Advancing Rights and Dignity for Persons with Disabilities with grant support from Felm, Nepal from 1st April 2026 to 2029. The project aims to contribute to improve lives of communities and individuals in Karnali Province through social and economic inclusion, through empowering communities to drive change towards just, equitable and sustainable societies. Through the interventions of this project activities, ultimately the persons with disabilities will have improved their dignified life, self-reliance and increase equal access to development benefits and services. Children with disabilities (CWDs) have increased their reach to quality education in an accessible educational institution. Persons with disabilities will have improved their socio-economic status in conducive environment to enjoy their rights. प्राविधिक (Program Officer - Technical) (१ जना) नर्सिङ वा जनस्वास्थ्य विषयमा स्नातक उत्तीर्ण भई क्लिनिकल पृष्ठभूमि भएको। मातृ, नवजात शिशु, बाल स्वास्थ्य तथा पोषण कार्यक्रममा कम्तीमा १ वर्षको अनुभव भएकालाई प्राथमिकता दिइने। कार्यक्षेत्र (फिल्ड) स्तरका क्रियाकलापहरू कार्यान्वयन गर्न र प्रगति प्रतिवेदन तयार गर्न कार्यक्रम संयोजकलाई सहयोग पुर्‍याउने। जिल्ला तथा स्थानीय तहमा मातृ, नवजात शिशु, बाल स्वास्थ्य र पोषणसम्बन्धी प्राविधिक फोकल पोइन्टहरूसँग समन्वय गरी कार्यक्रम कार्यान्वयन गर्ने। कार्यसञ्चालन योजनाहरू निर्माण गर्ने र कार्यक्षेत्रमा तिनको समयमै तथा प्रभावकारी कार्यान्वयन सुनिश्चित गर्ने। पालिका स्तरका सम्बन्धित सरकारी तथा गैर-सरकारी निकायहरूसँग समन्वय गर्ने। मातहतका कर्मचारीहरूको क्षमता अभिवृद्धि गर्ने र परियोजना क्षेत्रका स्वास्थ्य संस्थाका कर्मचारीहरूलाई अभिमुखीकरण तथा प्राविधिक सहयोग प्रदान गर्ने। मातृ, नवजात शिशु, बाल स्वास्थ्य तथा पोषण सेवाको गुणस्तर अभिवृद्धिका लागि स्थानीय तह र स्वास्थ्य संस्थाहरूलाई प्राविधिक सहयोग प्रदान गर्दै स्वास्थ्यकर्मीहरूको ज्ञान, सीप तथा कार्यसम्पादनको सुदृढीकरणका लागि यथोचित प्राविधिक सहयोग प्रदान गर्ने। तथ्याङ्कको व्यवस्थापन र विश्लेषण गर्दै परियोजनाका सफलताका कथा र चुनौतीहरूको अनुगमन, मूल्याङ्कन र अभिलेखीकरण गर्ने। अनुगमन तथा मूल्याङ्कन अधिकृत (Monitoring and Evaluation Officer) (१ जना) जनस्वास्थ्य मा स्नातक (public health) उत्तीर्ण भई २ वर्षको अनुभव वा  नर्सिङ, सामाजिक विज्ञान वा  अन्य सम्बन्धित विषयमा स्नातक उत्तीर्ण भई कम्तीमा  ३  वर्षको सान्दर्भिक अनुभव प्राप्त गरेको। अनुगमन तथा मूल्याङ्कनको योजना विकास  र कार्यान्वयन गर्ने  । परियोजनाका सूचकहरू सम्बन्धी तथ्याङ्क समयमै सङ्कलन, विश्लेषण, प्रतिवेदन, तथा प्रयोग भएको सुनिश्चित गर्ने। तथ्याङ्को गुणस्तर जाँच, सहयोगी अनुगमन, कर्मचारी क्षमता अभिवृद्धि, ड्यासबोर्ड विकास र प्रयोग गरी  प्रमाणमा आधारित निर्णयलाई सहयोग गर्ने । HMIS को विकास र प्रयोगका लागि जिल्ला/पालिकाका सरोकारवालासँग समन्वय गर्ने । तथ्यमा आधारित योजना तर्जुमा गर्न परियोजनालाई सहयोग प्रदान गर्ने तथा मातृ, नवजात शिशु, बाल स्वास्थ्य तथा पोषणसम्बन्धी तथ्यांकको गुणस्तर सुधार गर्ने । प्रशासन तथा वित्त अधिकृत (Admin and Finance Officer) (१ जना) स्नातक तह उत्तीर्ण गरी  कम्तीमा  2  वर्षको सान्दर्भिक अनुभव प्राप्त गरेको। दैनिक कार्यालय सञ्चालन तथा कोष निकासा (Fund disbursement) को व्यवस्थापन गर्ने र बजेट तथा खर्चको अनुगमन गर्ने। वित्तीय प्रतिवेदन तयार गर्ने, लेखा राख्ने (Bookkeeping) कार्य गर्ने र आवश्यकता अनुसार वित्तीय अभिलेखहरू अद्यावधिक गर्ने। बजेट सम्बन्धी कुनै पनि विषयमा परियोजना टिमसँग प्रत्यक्ष समन्वय गर्ने। फिल्ड सुपरभाइजर (Field Supervisor) (३ जना) PCL नर्सिङ वा हेल्थ असिस्टेन्ट (HA) उत्तीर्ण गरेको र  कम्तीमा  2  वर्षको सान्दर्भिक अनुभव प्राप्त गरेको। समुदाय स्तरमा तथा स्थानीय तहमा मातृ, नवजात शिशु, बाल स्वास्थ्य र पोषण कार्यक्रम प्रत्यक्ष रूपमा कार्यान्वयन गर्न यथोचित सहयोग प्रदान गर्ने। कार्यक्षेत्रका गतिविधिहरू सही ढङ्गले सञ्चालन भएको सुनिश्चित गर्दै सामुदायिक परिचालकहरूलाई प्रत्यक्ष सुपरिवेक्षण र क्षमता विकास गर्ने। कार्यक्रमको सहज सञ्चालन सुनिश्चित गर्न स्थानीय सरोकारवालाहरूसँग समन्वय गर्ने र स्थानीय स्तरमा देखा पर्ने कार्यान्वयनका चुनौतीहरू समाधान गर्ने। सामुदायिक परिचालक (Community Mobilizer) (६ जना) कम्तीमा ANM, AHW वा PCL उत्तीर्ण भई MNCH र पोषण कार्यक्रम सम्बन्धी २ बर्षको अनुभव प्राप्त गरेको। अग्रपङ्क्तिका कर्मचारीका रूपमा आधारभूत स्तरका मातृ, नवजात शिशु, बाल स्वास्थ्य र पोषणका गतिविधिहरू सञ्चालन गर्न समुदायसँग प्रत्यक्ष रूपमा संलग्न हुने। परियोजनाका क्रियाकलापहरूको गुणस्तरीय कार्यान्वयनका लागि कार्ययोजना तर्जुमा गर्ने। महिला स्वास्थ्य स्वयंसेविकाहरूलाई प्राविधिक सहयोग प्रदान गर्ने र उनीहरूको क्षमता अभिवृद्धि गर्ने। समूह परिचालनको व्यवस्थापन गर्ने र समयमै प्रतिवेदन बुझाउने, सफलताका कथाहरूको अभिलेखीकरण गर्ने र स्थानीय तथ्याङ्क व्यवस्थापन गर्ने कार्य सुनिश्चित गर्ने। कार्यक्रम सहयोगी (Program Assistant) (१ जना) सम्बन्धित कार्यमा अनुभव भएको। कार्यालयका नियमित गतिविधिहरूलाई प्रभावकारी बनाउन आवश्यक लजिस्टिक सहयोग प्रदान गर्ने। कार्यक्रम कार्यान्वयन तथा प्रशासनिक कार्यहरूमा सहयोग पुर्‍याउने र सम्बन्धित कागजातहरूको फाइलिङ तथा व्यवस्थापन कार्यमा सहयोग गर्ने। कार्यालय वातावरण सफा, व्यवस्थित बनाउने। पेश गर्नुपर्ने कागजातहरूः निवेदन, अद्यावधिक गरिएको वैयक्तिक विवरण (बायोडाटा), र नेपाली नागरिकताको प्रमाणपत्रको प्रतिलिपि पेश गर्नुपर्नेछ। निवेदनमा कुन पदका लागि दरखास्त दिइएको हो सो कुरा स्पष्ट रूपमा खुलाउनु पर्नेछ। प्राथमिकताः स्थानीय उम्मेदवारहरूलाई विशेष प्राथमिकता दिइनेछ। दरखास्त दिने अन्तिम मितिः २०८३/०२/०७ दरखास्त पठाउने इमेल ठेगाना: pafnepal.rukum@gmail.com मा सम्पर्क गर्नुहोस्। भौतिक रूपमा कागजात वा आवेदन बुझाउने ठेगाना: संस्थाको केन्द्रीय कार्यालय मुसिकोट नगरपालिका ०१, सल्ले रुकुम पश्चिम (कागजातहरू उल्लेखित कार्यालय ठेगानामा बुझाउनुपर्नेछ) । परीक्षाको किसिमः छोटो सुचि, लिखित तथा अन्तर्वार्ता। नोट: म्याद नाघी आएका दरखास्त मूल्याङ्कनमा समावेश गरिने छैन। प्रस्तुत परियोजना दाताको स्वीकृति र आर्थिक सहायताको उपलब्धतामा निर्भर रहनेछ। कर्मचारी  छनोट समिति नेपाल जनजागरण मञ्च रुकुम (पश्चिम)
