Job Purpose The Junior Technical Assistant (JTA) – Agriculture will provide hands-on technical support to vegetable farmers, cooperatives, and income generation groups at the field level. Develop simple training materials in Nepali for farmers when necessary. C. Field-Level Implementation Facilitate the establishment of demonstration farms. Support the distribution and proper utilization of agricultural inputs and tools. Promote eco-friendly and climate-resilient agricultural practices. Encourage crop diversification and seasonal vegetable production planning. Assist farmers in adopting improved agricultural technologies suitable for local conditions. Technical Guidance at Field Level Conduct regular farm visits to provide on-site technical advice. Diagnose pest and disease problems and recommend appropriate solutions. Market Systems Strengthening Strengthen the capacity of cooperatives/groups in vegetables business service delivery, marketing services. Establishment or upgrading of cooperative/group-led collection centers and storage facilities based on market viability. Promote direct marketing channels such as Hatbazars, cooperative outlets, and buyer–seller meetings . Support local retailers and youth-led outlets in marketing safe and climate-smart food products. Facilitate linkages between cooperatives/groups, traders, processors, and institutional buyers. Coordinate with technical teams to ensure market-oriented production planning among farmer clusters. Encourage integration of kitchen gardens and school meal programs with local markets. Promote safe food production practices through market incentives and branding initiatives. F. Follow-Up and Supervision Conduct regular follow-up visits to ensure the proper adoption of recommended agricultural practices. Monitor progress of supported farmers and income generation groups. Track adoption rates of eco-friendly farming techniques. Provide corrective recommendations based on field observations. G. Monitoring and Evaluation (M&E) Collect field-level data including: Crop and vegetable production data Soil test results (pH and fertility indicators) Pest and disease incidence records Yield comparison data Farmer income tracking Maintain updated beneficiary profiles and farmers records. Compile and enter data in prescribed digital or manual formats. Support baseline, midline, and endline surveys. Assist in documenting success stories and case studies. Program management and implementation Provide overall leadership and day-to-day management of the project, ensuring delivery against approved work plans, timelines, budgets, and targets. Technical assistance and support to Governments and stakeholders Provide technical support to the local and provincial governments in formulating new policies, strategies and guidelines ensure the inclusion of climate resilient health system to deliver quality SRHR, nutrition services at sub national level in line with constitution of Nepal, and other acts and regulations at federal level, Support the government authorities to review and update the guidelines on health sector governance, humanitarian settings, resilience and HFOMC, Support all level of government in forecasting and quantification of drugs and supplies for quality SRHR services in close coordination with other units and departments at Ipas Nepal. 3. Advocacy with the government for policy and budget on Climate Resilient Health System Capacitate implementing partners and field staff on Climate resilient health system, policy review and planning processes (7 step planning) of local governments, and budget allocation. Advocate with all levels of government for climate resilient health system and to increase the allocation and utilization of budget on SRHR and monitor the progress focusing on the sustainability of the SRHR program. Work with media (journalists) for advocacy and dissemination of governance and policy related information. Engage with professional organizations for dissemination of climate resilient health system and Ipas work in the sector. 4. Knowledge management, monitoring, and program development Document the program learnings and share with team internally and with external stakeholders as and when required. Support in developing new programs based on the lesson learned from the existing projects, Lead preparation of high-quality progress reports, donor reports, presentations, success stories, and other project documentation. Monitor project risks, identify implementation bottlenecks, and develop mitigation measures to ensure smooth delivery. Conduct joint monitoring visits, with other high-level government officials and civil society representatives, and prepare quality donor reports and other relevant documents in the technical areas in close coordination with the Program Evidence Team and other teams at Ipas Nepal. 5. Coordination, liaison, and representation Coordinate with PNGOs, government agencies at federal, provincial, and local levels, local partners, communities, and other stakeholders to ensure strong collaboration, alignment, and ownership. Participate in various meetings representing Ipas as decided by Unit lead or the management, specially related to climate resilient health system, health governance and policy, Engage with partners (civil society) to implement international and national obligations and commitments made by the government and support in such initiatives within the scope of the program, and Represent the project in relevant forums, technical working groups, review meetings, and coordination platforms Willing to perform other duties as assigned by supervisor and the organization. Qualifications, Experience, Knowledge, and Skills Master’s degree in public health (preference will be given to the candidates with clinical background) with at least 5 yrs experiences, with at least 2 yrs in a program management role OR bachelor's degree with 7 yrs of experience, with at least 2 yrs in a program management role in development organizations (I/NGOs). Experience in sexual and reproductive health and rights, nutrition, human rights and/or public policy procedures, Demonstrated experience in project cycle management, including planning, budgeting, implementation, monitoring, reporting, and close-out. Proven experience working with government counterparts, development partners, NGOs, and community-based organizations. Experience in team leadership and partner management. Strong understanding of gender, equity, inclusion, and rights-based programming approaches. REQUEST FOR PROPOSAL (RFP) Federation of Woman Entrepreneurs’ Associations of Nepal (FWEAN), in partnership with Welthungerhilfe (WHH), is implementing the project titled “Strong (Women) Smallholders and CSAs of Nepal’s Western Mountain Regions for a Resilient Local Food System (EMPOWER)” in Budhinanda Municipality and Khatyad Rural Municipality.   Call for Expression of Interest for Consultancy Services Expression of Interest (EOI) for Consultancy Services to Conduct a Study to Map the Situation of Existing GBV Networks, Referral Mechanisms, and Implementation of SGBV Related Laws, Policies, and Programs in Kapilvastu District (Bijaynagar and Shivraj Municipalities) WOMEN ACT is national-level, non-profit, women-led organization established in 2007 as a network of women-led NGOs committed to addressing gender inequality and advancing the rights, empowerment, and protection of women and girls in Nepal. Women Act advocates for the elimination of all forms of violence against women and girls, including gender-based violence (GBV), sexual and gender-based violence (SGBV), trafficking, and harmful social norms and practices. As part of the Plan International supported ‘Breaking the Silence’ project, Women Act intends to conduct an in-depth study in Kapilvastu district, specifically in Bijaynagar Rural Municipality and Shivraj Municipality. Kapilvastu district and the selected local governments face significant challenges, including child marriage, domestic violence, and deeply rooted harmful social norms. While local structures and GBV funds exist, implementation remains fragmented and under-resourced. This study aims to generate critical evidence to hold duty-bearers accountable, improve GBV response budgeting, and strengthen survivor-centered referral pathways. Against this backdrop, WOMEN ACT is issuing this call for Expression of Interest (EOI) from experienced and qualified experts or firms to undertake the study. Currently, with the support of Plan International, WOMEN ACT is implementing the “Breaking the Silence” project in the Kapilvastu District. This localized intervention focused on reducing gender-based violence (GBV) by empowering adolescent girls and young women (AGYW) through leadership development and shifting community norms. By integrating individual agency with systemic reform, the project strengthens survivor-centered protection systems and establishes functional referral pathways across health, legal, and psychosocial services. To ensure permanent change, it works to institutionalize municipal ownership through dedicated budgeting and accountability mechanisms.
