विषयको हकमा कम्तीमा स्नातक तह उत्तिर्ण गरी कृषि, जलवायू परिवर्तन, समुदाय सशक्तीकरण र खाद्य तथा पोषण सुरक्षा सम्बन्धी अधिकृत स्तरको ४ वर्षको कार्य अनुभव भएको हुनुपर्ने । अंगे्रजी भाषामा प्रतिवेदन तयार गर्ने, प्रस्तावना लेखन सीप भएको, परियोजनासँग सम्बन्धीत दस्तावेज लेखन सीप भएको र कम्प्युटर अफिस प्रोग्राममा दक्षता भएको, प्रस्तुतीकरण, सहजीकरण सम्बन्धी दक्षता भएको र अनलाईन प्रविधिमा परिचित भएको हुनुपर्ने छ । संस्था र समुदायमा अन्तरघुलित भई फिल्डमा बसी कार्य गर्न सक्ने । MEAL सम्बन्धी अनुभव भएको, Data base प्रतिवेदन जस्तै कोवो आदी सम्बन्धी अनुभव भएको हुनुपर्ने । प्रशासनिक कार्यहरुका साथै कर्मचारी, बजेट तैयारी, व्यवस्थापन र परिचालन लगायत व्यवस्थापकिय सीप भएको हुनुपर्ने । स्थानीय सरोकारवाला र सरकारसँग समन्वय र साझेदारी गर्ने सीप, क्षेमता भएको हुनुपर्ने छ । उमेर २८ देखि ४० वर्ष सम्मको कार्यक्षेत्र सल्यान, फिल्डमा बसी कार्य गर्ने । आवश्यक शैक्षिक योग्यता तथा अनुभवः कृषि विषयमा कम्तीमा ३ वर्षे डिप्लोमा वा प्रविणता प्रमाण पत्र तह उत्तिर्ण गरी २ वर्षको कार्य अनुभव भएको वा अन्य विषयका हकमा कुनै पनि विषयमा स्नातक उत्तिर्ण गरि समुदायको सशक्तिकरणमा कम्तीमा ३ वर्षको कार्य अनुभव भएको हुनुपर्ने । मुख्य जिम्मेवारीः कृषिसँग सम्बन्धीत कार्ययोजना बनाउने, समुदाय परिचालन गर्ने, कृषकहरुलाई कृषि सीप, सन्चार, समन्वय तथा टिम कार्य सम्बन्धी सीप, योजना तर्जुमा र प्रतिवेदन लेखन सम्बन्धी सीप आदि । ३. वित्तिय अधिकृतः आवश्यक संख्या १, कार्यक्षेत्रः दलित सेवा संघ केन्द्रीय कार्यालय काठमाण्डौ र Green Tara Nepal (GTN) in partnership with Kids at School in Nepal (KASIN) and coordination with Ganga-Jamuna rural municipality has been implementing a School and Community Health Promotion project in Dhading. The main objective of the project is to improve the quality of education, health and well-being among children in the targeted area and to make them capable at access these.   VACANCY ANNOUNCEMENT Reintegration and Economic Mobility through Inclusive Public Employment Services (ReMi) Project, Phase II (subject to the approval of the ReMi Phase II) is a bilateral initiative between Governments of Nepal and Switzerland. It is implemented by the Ministry of Labour, Employment and Social Security (MoLESS), respective provincial line ministries and participating local governments. The project is funded by the Swiss Agency for Development and Cooperation (SDC) and Helvetas Nepal provides technical assistance. This project aims to leverage the potential of returnee migrant workers (RMWs) and the national workforce by introducing integrated employment and reintegration strategies at Employment Service Centers through a strategic partnership between the government and the private sector across federal, provincial, and local levels, closely aligned to the National Employment Promotion Programme and Internal Employment Promotion Decade established by MoLESS, the Digital Nepal Framework 2.0 and the Right to Employment Act (2075) of Nepal. The project will be implemented in a mixed modality approach with coverage across seven provinces, and direct support to 30 LGs in three provinces. Background of Everest Club, Dailekh Everest Club (EC), established in 1993, is a non-governmental, non-profit organization based in Dailekh, Karnali Province. Background Context The Nurture Every Future/ POSHAN Nepal Program is part of the broader Mother Child Wellbeing Initiative, funded by the LDSC. A consortium program jointly implemented by CARE and iDE in Nepal, leverages their extensive technical and managerial expertise in health, nutrition, food, water, sanitation and hygiene (WASH), market systems, and Gender Equality and Social Inclusion (GESI) initiatives globally. Development of training, networking, models of effective development practice, research and influencing policy have been the focus of our work. The increasing focus of SNP has been on providing support to communities and to develop processes that promote the inclusion of the poor and marginalised groups. Purpose of this Call SNP invites experienced and qualified Nepali professionals, organisations and firms to join a roster of thematic experts. This roster will be used to identify and mobilise expert services on an as-needed basis. In this context, child budget analysis is a critical tool for assessing the scale, distribution, and effectiveness of public investments for children, identifying gaps, and informing evidence based advocacy. Accordingly, CDC Doti, through its Civil Society Strengthening for Child Rights Program in Sudur Pashim Province partnering with Save the Children, plans to undertake a child budget analysis to support equitable and effective allocation of public resources for the realization of child rights in alignment with the UNCRC. Save the Children believes that the systematic planning and expenditure at provincial level will definitely lay a foundation to implement child rights in alignment with UNCRC. The Civil Society Strengthening for Child Rights Program in Sudurpashim province is to support right holders and duty bearers in advancing child rights. Public budget allocation for children rights is one of the major components of improving child rights through different development initiatives Child budget analysis is an important process to assessing the sectoral distribution of the public budget and expenditure allocated for children by the provincial government identifying the current status and gaps, equally informing evidence-based advocacy more effective and equitable budget allocation for children. Thus, CDC aims to conduct a study to analyse public budget for children for further budget advocacy at Sudur Paschim Province. It also enhances the capacity of civil society networks to utilize the study findings as the evidence for further budget advocacy for children at provincial level.  Furthermore, the study intends to develop the understanding of state government to fulfil children's rights through increased allocation and utilization of public resources for children specifically for health, education, participation and protection. Therefore, CDC has intended to engage consultancy services to conduct a comprehensive child budget analysis of Sudur Paschim province and this Terms of Reference (TOR) has been developed for the selection and assignment of consultancy services to analysis budget for children. Background Action for Nepal (AF Nepal) , registered as a Non-Profit Distributing Company in Nepal, is dedicated to advancing the development of remote communities by enhancing health, education, and empowering locals to achieve sustainability. As a community-centric organization, AF Nepal remains steadfast in its commitment to fostering healthy and educated communities throughout Nepal. AFN, with funding support from the Australian Himalayan Foundation (AHF), is implementing the four-year “RMNCAH Improvement Project Taplejung” in Maiwakhola and Aathrai Tribeni Rural Municipalities of Taplejung District. The project aims to improve equitable reproductive, maternal, newborn, child, and adolescent health (RMNCAH) outcomes through an integrated approach focused on: Strengthening local health governance and planning systems Improving quality and readiness of RMNCAH services Enhancing capacities of health workers and HFOMCs Strengthening HMIS/LMIS and evidence-based decision-making Promoting community engagement and behavior change Advancing Gender Equality, Disability, and Social Inclusion (GEDSI) Ensuring safeguarding and prevention of sexual exploitation, abuse and harassment (PSEAH) compliance To establish benchmark values for the project indicators and inform evidence-based implementation, AFN intends to conduct a comprehensive baseline study in the project areas. 2. Purpose of the Assignment The primary purpose of this assignment is to conduct a baseline assessment for the RMNCAH Improvement Project and generate reliable quantitative and qualitative baseline data against the project’s Monitoring, Evaluation and Learning (MEL) framework and logical framework indicators. The baseline study will: Establish benchmark values for project indicators Assess the current status of RMNCAH services, governance, and community practices Identify gaps and barriers in service access and utilization Provide evidence for planning, monitoring, adaptive management, and evaluation Inform target setting and future comparison for end line evaluation 3. Objectives of the Baseline Study The consultant/consulting firm will: General Objective: Conduct a comprehensive baseline study for the RMNCAH Improvement Project in Maiwakhola and Aathrai Tribeni Rural Municipalities. Specific Objectives: Assess the current status of RMNCAH service availability, readiness, accessibility, and utilization in the project sites. Assess governance, planning, coordination, and accountability mechanisms related to health service delivery. Assess the capacity of health workers, HFOMCs, FCHVs, and local stakeholders. Examine community awareness, behaviors, social norms, and practices related to RMNCAH and ASRH. Assess the status of HMIS/LMIS reporting and use of data for decision-making. Generate baseline values for all relevant indicators in the project logical framework. Identify gaps related to GEDSI, disability inclusion, safeguarding, and PSEAH practices within health facilities and communities. 4. Scope of Work The consultant/firm will be responsible for the overall design, implementation, analysis, and reporting of the baseline study. The assignment will cover project sites in: Maiwakhola Rural Municipality: Ward- 2 (Dhungesanghu), Ward -3 (Sanghu), Ward -5 (Phakumba) Aathrai Tribeni Rural Municipality: Ward -1 (Nighuradin), Ward -2 (Phulbari), Ward-3 (Hangpang), Ward - 4 (Change) 5. Key Tasks and Responsibilities The consultant/firm shall: Review project documents including: Project proposal Logical framework MEL framework Indicator reference sheets Relevant government policies and guidelines Develop: Detailed inception report Study methodology and sampling approach Data collection tools and protocols Data quality assurance mechanisms Conduct: Quantitative household and facility-level surveys Health facility assessments Key informant interviews (KIIs) Focus group discussions (FGDs) Stakeholder consultations Ensure: Ethical data collection practices Informed consent procedures Confidentiality and data protection Gender-sensitive and disability-inclusive approaches Train enumerators and supervisors. Collect, clean, analyze, and interpret data. Present preliminary findings to AFN and incorporate feedback. Prepare and submit final baseline report with indicator-wise findings and recommendations. 6. Methodology The consultant/firm is expected to propose an appropriate mixed-method methodology including both quantitative and qualitative approaches. The methodology should include: Sampling design and sample size justification Household surveys Health facility assessments KIIs with municipal officials, HFOMCs, health workers, FCHVs, teachers, adolescents, and community leaders FGDs with mothers’ groups, adolescents, disability, and marginalized groups Secondary data review (HMIS, LMIS, municipal records, etc.) Data disaggregation by sex, age, disability, caste/ethnicity, and location where feasible The methodology must integrate GEDSI, safeguarding, and PSEAH principles throughout the study process. 7. Duration of Assignment The total duration of the assignment is expected to be approximately 30–40 working days from the date of contract signing. 9. Reporting and Coordination The consultant/firm will work closely with AFN project and M&E teams throughout the assignment and report directly to Program Director. AFN will provide relevant project documents, coordination support with local stakeholders and municipalities, and necessary introduction letters and permissions required for the successful implementation of the baseline study. 10.
