Federation of Women with Disability Nepal (FWDN) Terms of Reference (ToR) Research on Access to Justice of Women and Girls with Disabilities Project Overview The project title on “Impower Her: Access to Justice Initiative” . This project aims to strengthen the institutional and organizational capacity of disability rights organizations through policy development, capacity-building training, improved management systems, and effective documentation practices. It also seeks to enhance the understanding and responsiveness of justice-sector stakeholders on access to justice, gender-based violence prevention, disability rights, and inclusive policy reform and implementation through training, advocacy, media mobilization, and policy engagement. Furthermore, the project focuses on empowering marginalized and underrepresented women and girls with disabilities by building their leadership, networking, and participation capacities to ensure their meaningful involvement in decision-making processes at different levels. Women and girls with disabilities in Nepal continue to face multiple barriers in accessing justice systems and legal services. These barriers include physical inaccessibility, lack of accessible information and communication, stigma and discrimination, weak implementation of disability-inclusive laws and policies, limited legal awareness, and inadequate institutional responsiveness. Women and girls with intellectual, psychosocial, hearing, visual, and physical disabilities are particularly vulnerable to violence, abuse, exclusion, and denial of justice. In this context, this research aims to document the lived experiences, challenges, and barriers faced by women and girls with disabilities in accessing justice and legal protection mechanisms under the project. The study findings will support advocacy, policy dialogue, evidence-based interventions, and submission of documented cases and recommendations to relevant legal and justice offices. Purpose of the Assignment To conduct a qualitative research study on access to justice of women and girls with disabilities, document cases and experiences, and prepare a research report with recommendations for submission to relevant legal and justice sector offices. Objectives of the Study The consultant/researcher will: Assess the barriers faced by women and girls with disabilities in accessing justice services and legal remedies. Identify forms of discrimination, violence, exclusion, and institutional challenges experienced by women and girls with disabilities. Document real cases and experiences related to access to justice. Explore the responsiveness of justice-sector stakeholders and service providers. Develop practical recommendations to improve disability-inclusive access to justice mechanisms. Scope of Work The consultant/researcher will be responsible for: Developing research tools and methodology. Conducting literature review and consultation with stakeholders. Conducting: 10 Key Informant Interviews (KII) with justice-sector stakeholders, service providers, local representatives, police, lawyers, disability rights activists, and related stakeholders. 5 Focus Group Discussions (FGDs) including more than 38 Women and girls with disabilities and caregivers/parents of persons with intellectual disabilities/deaf-blind/Autism (approximately 6-8 participants in each FGD). Consultation and interaction for feedback and recommendation collection along with validation of the research. Documenting selected justice-related cases and experiences. Ensuring disability-inclusive and gender-sensitive research approaches. Preparing and submitting draft and final research reports. Presenting key findings in a consultation, interaction and validation meeting. Incorporated feedback and recommendation in final research report. Documented findings/recommendations to submit in relevant legal justice offices. Methodology The consultant is expected to use participatory and qualitative research methods, including: Literature and policy review Key Informant Interviews (KII) Focus Group Discussions (FGD) Case documentation Observation and consultation The methodology must ensure: Confidentiality and informed consent Accessibility and inclusion Gender-sensitive and disability-inclusive approaches Ethical considerations and safeguarding measures Deliverables The consultant/researcher shall submit the following: Inception report includes methodology, work plan, and tools. Data collection tools (KII checklist, FGD guideline, Consent forms). Field findings and documented case summaries. Draft research report. Final research report incorporating feedback. Brief recommendations for legal and justice offices. Duration of Assignment The assignment will be conducted within 45–60 days from the date of contract signing. Required Qualifications and Experience The consultant/researcher should have: Bachelor’s or master’s degree in law, Social Sciences, Human Rights, Gender Studies, Disability Studies, Development Studies, or related fields. At least 3 years of experience in qualitative research, gender, disability rights, human rights, or access to justice issues. Strong understanding of disability inclusion and gender equality. Experience in conducting FGDs and KIIs. Excellent report writing and analytical skills in Nepali and/or English. Experience working with organizations of persons with disabilities (OPDs) will be an advantage. Reporting and Supervision The consultant will work under the direct supervision of the project coordinator/management team of the implementing organization and coordinate closely during planning, fieldwork, and reporting processes. Ethical Considerations The consultant must: Maintain confidentiality and privacy of participants. Obtain informed consent before interviews/discussions. Ensure protection and dignity of women and girls with disabilities. Use accessible communication methods during research. A consortium program jointly implemented by CARE and iDE in Nepal, leverages their extensive technical and managerial expertise in health, nutrition, food, water, sanitation and hygiene (WASH), market systems, and Gender Equality and Social Inclusion (GESI) initiatives globally. Call for Establishing a Roster of Experts About Support Nepal Support Nepal (SNP) is a not-for-profit, non-governmental organisation working strategically to address the injustice and inequality being faced by poor and marginalised groups since 1996. Development of training, networking, models of effective development practice, research and influencing policy have been the focus of our work. The increasing focus of SNP has been on providing support to communities and to develop processes that promote the inclusion of the poor and marginalised groups. Purpose of this Call SNP invites experienced and qualified Nepali professionals, organisations and firms to join a roster of thematic experts. This roster will be used to identify and mobilise expert services on an as-needed basis. Successful applicants will be included in the roster and contacted when a relevant consultancy opportunity arises, subject to matching of skills, experience, qualifications and availability. Date of RFP issued: 12th May,2026 Request for Proposal Community Development Center Doti (CDC Doti) is a non-profit organization, non-government organization NGO working for the social and economic empowerment of vulnerable communities. It was established on 16/09/2049 B.S and has been serving for more than 30 years with a focus on social empowerment, inclusive and quality access to education, Disaster Preparedness and Humanitarian Response. Over the period since its inception, CDC has had long experience working with government bodies, international non-government agencies, community-based organization across various sectors of social and economic development. In addition, CDC supports community capacity strengthening for rural development, community groups and local stakeholders enhance advocacy capacities development in various sectors. CDC believes in human potentials and strives to promote social well-being, community-led development, accountability to communities, donors and stakeholders, government and non-government agencies. Over this period CDC Doti has developed strong professional networking, collaborative relationship with various organizations, networks and structures in the district and province. CDC also has hands-on experience on social development and  in strengthening the capacities of local level government, community-based organization in Nepal. Nepal’s recent transformation from unitary to federal democratic republic has created significant opportunity for provincial government to formulate policies/procedure and system to collect and mobilize resources to fulfil state obligation. his transition enables the establishment of transparent and participatory planning and budget system where essential services for children can be fulfilled through adequate allocation and expenditure. In this context, child budget analysis is a critical tool for assessing the scale, distribution, and effectiveness of public investments for children, identifying gaps, and informing evidence based advocacy. Accordingly, CDC Doti, through its Civil Society Strengthening for Child Rights Program in Sudur Pashim Province partnering with Save the Children, plans to undertake a child budget analysis to support equitable and effective allocation of public resources for the realization of child rights in alignment with the UNCRC. Save the Children believes that the systematic planning and expenditure at provincial level will definitely lay a foundation to implement child rights in alignment with UNCRC. The Civil Society Strengthening for Child Rights Program in Sudurpashim province is to support right holders and duty bearers in advancing child rights. Public budget allocation for children rights is one of the major components of improving child rights through different development initiatives Child budget analysis is an important process to assessing the sectoral distribution of the public budget and expenditure allocated for children by the provincial government identifying the current status and gaps, equally informing evidence-based advocacy more effective and equitable budget allocation for children. Thus, CDC aims to conduct a study to analyse public budget for children for further budget advocacy at Sudur Paschim Province. It also enhances the capacity of civil society networks to utilize the study findings as the evidence for further budget advocacy for children at provincial level.  Furthermore, the study intends to develop the understanding of state government to fulfil children's rights through increased allocation and utilization of public resources for children specifically for health, education, participation and protection. Therefore, CDC has intended to engage consultancy services to conduct a comprehensive child budget analysis of Sudur Paschim province and this Terms of Reference (TOR) has been developed for the selection and assignment of consultancy services to analysis budget for children. The detail of service is as following: Sn Specification 1) To conduct study on the analysis of Sudur Paschim provincial government budget for children for further budget advocacy. Terms and conditions for 'supply and delivery': The firm/individual must have prior experience working in promoting children's rights through operational research and policy advocacy. S/he should have following capacities and experience working for children.  13th May 2026 For Internal and External Release Project Sarangi Foundation is a community-driven, non-profit organization dedicated to the preservation, revitalization, and promotion of Nepal’s traditional musical heritage, while creating sustainable livelihood opportunities for marginalized communities. Rooted in the belief that cultural heritage can be a powerful driver of economic empowerment, the foundation works to bridge traditional craftsmanship with contemporary markets, enabling artisans to sustain both their craft and their livelihoods. Currently, with the support of the Australian Embassy Direct Aid Program, Project Sarangi Foundation is implementing the project “Strings Across Borders: Training Artisans for Cultural Export and Diaspora Engagement.” This initiative aims to strengthen sustainable livelihoods for marginalized youth and women by providing structured, hands-on training in Sarangi craftsmanship, complemented by entrepreneurship, financial literacy, and market linkage support. The project adopts a holistic approach by combining skill development with production, quality standardization, and access to diaspora and international world-music markets. It emphasizes inclusion by prioritizing participation from marginalized communities, particularly women and traditionally underrepresented groups. By integrating cultural preservation with income generation, the project seeks to establish a sustainable and replicable model that enables participants to transition from training to independent production and long-term livelihood opportunities. Position Title: Training Coordinator Location: Kathmandu office-based with the requirement of travel to Kirtipur Start Date: June 2026 Contract Type: Part-time Recommended Duration: 6–8 months Application Deadline: Until Fulfilled Position Overview: The Training Coordinator will manage the design, scheduling, quality control, and day-to-day execution of the Sarangi craftsmanship training program. Key Responsibilities: Design, develop, or coordinate the development of training programs that align with organizational goals. Create and manage Training Schedules and Materials including manuals, presentations, and ensure timely execution including sourcing trainers, training materials, resources, and content. Plan and coordinate the logistics of training sessions, including scheduling, ensuring necessary equipment, and securing trainers or facilitators. Develop detailed training calendar and cohort schedule Coordinate master artisans, guest trainers, and entrepreneurship facilitators Maintain attendance, progression, and practical assessment records Organize tools, materials, and workstation readiness Monitor trainee skill development against competency benchmarks Coordinate production targets during supervised practicum phase Support participants in transitioning from learning to market-ready production Develop training manuals and standard SOPs for future cohorts Ensure safe workshop practices and proper equipment use Flexibility and a willingness to take on additional responsibilities as the organization requires.
