Call for Establishing a Roster of Experts About Support Nepal Support Nepal (SNP) is a not-for-profit, non-governmental organisation working strategically to address the injustice and inequality being faced by poor and marginalised groups since 1996. Development of training, networking, models of effective development practice, research and influencing policy have been the focus of our work. The increasing focus of SNP has been on providing support to communities and to develop processes that promote the inclusion of the poor and marginalised groups. Purpose of this Call SNP invites experienced and qualified Nepali professionals, organisations and firms to join a roster of thematic experts. This roster will be used to identify and mobilise expert services on an as-needed basis. Successful applicants will be included in the roster and contacted when a relevant consultancy opportunity arises, subject to matching of skills, experience, qualifications and availability. Inclusion in the roster does not constitute a formal commitment or obligation of service by either party. Thematic Areas SNP seeks expertise across the following thematic areas. Background Action for Nepal (AF Nepal) , registered as a Non-Profit Distributing Company in Nepal, is dedicated to advancing the development of remote communities by enhancing health, education, and empowering locals to achieve sustainability. As a community-centric organization, AF Nepal remains steadfast in its commitment to fostering healthy and educated communities throughout Nepal. AFN, with funding support from the Australian Himalayan Foundation (AHF), is implementing the four-year “RMNCAH Improvement Project Taplejung” in Maiwakhola and Aathrai Tribeni Rural Municipalities of Taplejung District. The project aims to improve equitable reproductive, maternal, newborn, child, and adolescent health (RMNCAH) outcomes through an integrated approach focused on: Strengthening local health governance and planning systems Improving quality and readiness of RMNCAH services Enhancing capacities of health workers and HFOMCs Strengthening HMIS/LMIS and evidence-based decision-making Promoting community engagement and behavior change Advancing Gender Equality, Disability, and Social Inclusion (GEDSI) Ensuring safeguarding and prevention of sexual exploitation, abuse and harassment (PSEAH) compliance To establish benchmark values for the project indicators and inform evidence-based implementation, AFN intends to conduct a comprehensive baseline study in the project areas. 2. Purpose of the Assignment The primary purpose of this assignment is to conduct a baseline assessment for the RMNCAH Improvement Project and generate reliable quantitative and qualitative baseline data against the project’s Monitoring, Evaluation and Learning (MEL) framework and logical framework indicators. The baseline study will: Establish benchmark values for project indicators Assess the current status of RMNCAH services, governance, and community practices Identify gaps and barriers in service access and utilization Provide evidence for planning, monitoring, adaptive management, and evaluation Inform target setting and future comparison for end line evaluation 3. Objectives of the Baseline Study The consultant/consulting firm will: General Objective: Conduct a comprehensive baseline study for the RMNCAH Improvement Project in Maiwakhola and Aathrai Tribeni Rural Municipalities. Specific Objectives: Assess the current status of RMNCAH service availability, readiness, accessibility, and utilization in the project sites. Assess governance, planning, coordination, and accountability mechanisms related to health service delivery. Assess the capacity of health workers, HFOMCs, FCHVs, and local stakeholders. Examine community awareness, behaviors, social norms, and practices related to RMNCAH and ASRH. Assess the status of HMIS/LMIS reporting and use of data for decision-making. Generate baseline values for all relevant indicators in the project logical framework. Identify gaps related to GEDSI, disability inclusion, safeguarding, and PSEAH practices within health facilities and communities. 4. Scope of Work The consultant/firm will be responsible for the overall design, implementation, analysis, and reporting of the baseline study. The assignment will cover project sites in: Maiwakhola Rural Municipality: Ward- 2 (Dhungesanghu), Ward -3 (Sanghu), Ward -5 (Phakumba) Aathrai Tribeni Rural Municipality: Ward -1 (Nighuradin), Ward -2 (Phulbari), Ward-3 (Hangpang), Ward - 4 (Change) 5. Key Tasks and Responsibilities The consultant/firm shall: Review project documents including: Project proposal Logical framework MEL framework Indicator reference sheets Relevant government policies and guidelines Develop: Detailed inception report Study methodology and sampling approach Data collection tools and protocols Data quality assurance mechanisms Conduct: Quantitative household and facility-level surveys Health facility assessments Key informant interviews (KIIs) Focus group discussions (FGDs) Stakeholder consultations Ensure: Ethical data collection practices Informed consent procedures Confidentiality and data protection Gender-sensitive and disability-inclusive approaches Train enumerators and supervisors. Collect, clean, analyze, and interpret data. Present preliminary findings to AFN and incorporate feedback. Prepare and submit final baseline report with indicator-wise findings and recommendations. 6. Methodology The consultant/firm is expected to propose an appropriate mixed-method methodology including both quantitative and qualitative approaches. The methodology should include: Sampling design and sample size justification Household surveys Health facility assessments KIIs with municipal officials, HFOMCs, health workers, FCHVs, teachers, adolescents, and community leaders FGDs with mothers’ groups, adolescents, disability, and marginalized groups Secondary data review (HMIS, LMIS, municipal records, etc.) Data disaggregation by sex, age, disability, caste/ethnicity, and location where feasible The methodology must integrate GEDSI, safeguarding, and PSEAH principles throughout the study process. 7. Expected Deliverables The consultant/firm will submit the following deliverables: Deliverable Timeline Inception report including methodology, sampling, and work plan Within 1 week of contract signing Draft data collection tools Within 5 days of contract signing Enumerator training and pilot testing completion Before field deployment Cleaned dataset and analysis files After completion of fieldwork Draft baseline report and presentation Within 2 weeks after fieldwork Final baseline report incorporating feedback Within 1 week after feedback 8. Duration of Assignment The total duration of the assignment is expected to be approximately 30–40 working days from the date of contract signing. 9. Reporting and Coordination The consultant/firm will work closely with AFN project and M&E teams throughout the assignment and report directly to Program Director. AFN will provide relevant project documents, coordination support with local stakeholders and municipalities, and necessary introduction letters and permissions required for the successful implementation of the baseline study. 10. Required Qualifications and Experience For Consulting Firm/Organization The consulting firm should have: At least 5 years of experience in conducting baseline studies, evaluations, or health-related research Proven experience in RMNCAH, public health, or community development studies Strong expertise in quantitative and qualitative research methodologies Experience working in rural and remote areas of Nepal Demonstrated understanding of GEDSI, safeguarding, and disability inclusion Qualified multidisciplinary team with expertise in public health, statistics, and social research For Individual Consultant/Teams The individual consultant should have: At least a Master’s degree in Public Health, Statistics, Social Sciences, or related field Minimum 5 years of relevant experience in baseline/evaluation studies Experience in RMNCAH and health systems strengthening projects Strong analytical and report-writing skills Familiarity with digital data collection platforms 11. Advocacy with the government for policy and budget on Climate Resilient Health System Capacitate implementing partners and field staff on Climate resilient health system, policy review and planning processes (7 step planning) of local governments, and budget allocation. Advocate with all levels of government for climate resilient health system and to increase the allocation and utilization of budget on SRHR and monitor the progress focusing on the sustainability of the SRHR program. Work with media (journalists) for advocacy and dissemination of governance and policy related information. Engage with professional organizations for dissemination of climate resilient health system and Ipas work in the sector. 4. Knowledge management, monitoring, and program development Document the program learnings and share with team internally and with external stakeholders as and when required. Support in developing new programs based on the lesson learned from the existing projects, Lead preparation of high-quality progress reports, donor reports, presentations, success stories, and other project documentation. Monitor project risks, identify implementation bottlenecks, and develop mitigation measures to ensure smooth delivery. Movement Building and Knowledge Platforms The assessment will evaluate the functionality of Communities of Practice (COPs) and advisory groups, along with the effectiveness of knowledge-sharing mechanisms. It will also review the continuity and sustainability of inclusive movement-building initiatives. GEDSI Conduct a Gender Equality, Disability, and Social Inclusion (GEDSI) analysis within the baseline study to assess the extent of participation, leadership, and representation of women with disabilities in OPDs and related decision-making structures. 4. Methodology The study is expected to use a mixed-methods approach, including: Desk review of project and policy documents Key Informant Interviews (KIIs) with government, OPDs, and stakeholders Focus Group Discussions (FGDs) with youth with disabilities Surveys/structured questionnaires Participatory assessment with OPDs and networks Data triangulation and validation workshop 5. Key Deliverables The consultant/firm will be responsible for: Inception Report (including methodology and tools) Data collection tools (survey, FGD, KII guides) Cleaned and analyzed dataset (Data should be disaggregated by gender, age and disability) Draft Baseline Report Validation workshop with stakeholders Final Baseline Report (incorporating feedback) Executive summary and presentation slides 6. Required Qualifications and Experience The consulting firm/team should have: Advanced degree in Social Sciences, Public Health, Development Studies, or related field Proven experience in baseline/endline evaluations (preferably disability inclusion projects) Strong understanding of CRPD, disability-inclusive development (DID), and youth engagement Experience working with OPDs and marginalized groups Expertise in mixed-methods research and participatory approaches Strong analytical and report writing skills Prior experience with CBM-supported or similar donor-funded projects will be an advantage 7. Duration/Timeline The assignment is expected to be completed within 2 months from contract signing. Week 1: Planning & tool development Week 2: Training & pre-testing Week 3–5: Data collection Week 6: Data cleaning & validation Week 7: Data analysis Week 8: Report writing & finalization 8. Reporting and Coordination The consultant/firm will report to the Project Coordinator, YATRA Project – BYAN, and work closely with the project team and relevant stakeholders. Reporting requirement: The final report will contain a short executive summary (no more than 5 pages) and the main body of the report (expected to be no more than 25 pages). The body of the report will cover the background of the baseline, a description of the baseline methods and limitations, findings, conclusions, and recommendations. The report will be in English and its summary will be developed in Nepali. Recommendations should be specific, feasible and evidence-based. Additionally, this report should provide an annex with ToR, cited resources or bibliography, a list of those interviewed, questionnaires, and any other relevant materials. 9. Payment schedule The payment to the consultant will be made on an instalment basis as below. First instalment-33 % upon signing of the contract. Final instalment -67% upon completion/ approval of baseline report from CBM Global. 10. Compliance with BYAN and CBM Global Policies Consultants are required to sign and be bound by the BYAN Code of Conduct for Consultants and CBM Global Safeguarding Policy and Behaviour Code, and CBM Accessibility Policy; unless otherwise, these policies are available with BYAN which to be followed by the consultant. 11.
