1. Background
PEEDA
is implementing the
Localization of Climate Action in Pyuthan (LoCAP) Project
in Sarumarani and Mandavi Rural Municipalities of Pyuthan District. The project aims to enhance climate resilience through community-based adaptation interventions, including irrigation infrastructure, water resource management, and bio-engineering works. To ensure the quality and timely implementation of these infrastructure activities, PEEDA seeks to recruit a qualified Civil Engineer to lead and oversee construction-related interventions at the field level.
2. Scope of Work
The incumbent will be responsible for supporting and supervising the following key interventions:
Conduct the assessment, preliminary design and financial modeling if infrastructure interventions
Support site assessments, baseline data collection, and preliminary technical surveys.
Support routine monitoring of field activities and track progress against implementation plans
Support basic performance monitoring and data collection for implemented systems
Assist in maintaining field records including measurement data, installation logs, and site documentation
Support identification of operational issues and report them to the Field Coordinator and Program Manger
Support documentation of case studies, lessons learned, and field reports
Take lead role in the implementation of Irrigation canal construction, Irrigation ponds and recharge ponds construction, Deep boring works, Bio-engineering and slope stabilization activities, Solar lift irrigation schemes, Bio-gas installation and other small-scale climate-resilient infrastructure
Perform other duties as assigned by the Senior Project Engineer and Executive Director in line with project and organizational needs
3. Key Responsibilities
a. Technical Planning and Design
Conduct site assessments and feasibility studies in coordination with local stakeholders
Prepare or support in preparing designs, drawings, and cost estimates
Ensure designs are climate-resilient and context-specific
Provide technical inputs during planning and approval processes
b. Procurement and Contract Management
Assist in preparation of technical specifications and tender/quotation documents
Support procurement of construction materials and services as per organizational procedures
Assist in contract preparation and contractor/service provider selection
c. Implementation and Supervision
Supervise day-to-day construction activities at field level
Ensure work is carried out as per approved design, specifications, and timeline
Mobilize and coordinate with community beneficiaries, user groups, and local labor
Provide technical guidance to local masons, contractors, and user committees
d. Coordination and Stakeholder Engagement
Maintain close coordination with Rural Municipalities (Sarumarani & Mandavi)
Work closely with community groups, user committees, and beneficiaries
Coordinate with project team members and local stakeholders
e. Quality Assurance and Monitoring
Ensure quality control of materials and construction works
Monitor progress against work plans and report deviations
Conduct regular field inspections and provide technical feedback
f. Reporting and Documentation
Prepare regular progress reports (monthly) Document construction processes, lessons learned, and success stories
Maintain proper records of designs, estimates, and site reports
4. Duration and Duty Station
Duration:
The position is hired for initial 6 months and will be expanded upon performance and need for the organization
Duty Station:
Field Office of PEEDA (Sarumarani RM, Pyuthan District) with frequent field visits in project locations of Sarumarani and Mandavi RM
5. Reporting Line
The position reports directly to the Climate Change and Disaster Officer and to the Field Coordinator for day to day activities and work in close coordination with the field team.
6. Required Qualifications and Experience
Bachelor in Civil Engineering with a minimum of 3 years of relevant experience in infrastructure/construction project/works
Experience in rural infrastructure (irrigation canal, irrigation and recharge pond, water systems, solar lift, bio-engineering) preferred
Prior experience working with local governments and community-based projects is an asset
Skills and Competencies
Strong knowledge of construction supervision and quality control
Ability to prepare designs, drawings, and cost estimates
Good coordination and communication skills
Ability to mobilize and work with communities
Familiarity with climate-resilient infrastructure is an advantage
Proficiency in MS Office and basic engineering software (e.g., AutoCAD) preferred
7. Other Requirements
Willingness to travel extensively to remote field locations
Ability to work under pressure and meet deadlines
Commitment to inclusiveness, transparency, and community participation
Perference will be given to the local candidates from the project municipality or the project district and having a valid motorbike license
8. Remuneration
