स्वास्थ्य, जवाफदेही शासन, जलवायु परिवर्तन तथा विपद जोखिम न्यूनीकरण र समुदायको क्षमता विकासको क्षेत्रमा काम गर्दै आईरहेको छ । हाल (LREP III) परियोजनाको लागि निम्न पदपुर्ति गर्नुपर्ने भएकाले इच्छुक तथ्यांकीय तथा सर्वेक्षण जस्ता कार्यहरु गर्ने । न्यूनतम योग्यता, अनुभव र दक्षताः कृषि बिषयमा कम्तीमा स्नातक तह वा सो सरह उत्तिर्ण गरि कम्तिमा ३ बर्षको अधिकृत स्तरको कार्य अनुभव भएको हुनुपर्ने वा अन्य विषयको हकमा कम्तीमा स्नातक तह उत्तिर्ण गरी कृषि, जलवायू परिवर्तन, समुदाय सशक्तीकरण र खाद्य तथा पोषण सुरक्षा सम्बन्धी अधिकृत स्तरको ४ वर्षको कार्य अनुभव भएको हुनुपर्ने । अंगे्रजी भाषामा प्रतिवेदन तयार गर्ने, प्रस्तावना लेखन सीप भएको, परियोजनासँग सम्बन्धीत दस्तावेज लेखन सीप भएको र कम्प्युटर अफिस प्रोग्राममा दक्षता भएको, प्रस्तुतीकरण, सहजीकरण सम्बन्धी दक्षता भएको र अनलाईन प्रविधिमा परिचित भएको हुनुपर्ने छ । संस्था र समुदायमा अन्तरघुलित भई फिल्डमा बसी कार्य गर्न सक्ने । MEAL सम्बन्धी अनुभव भएको, Data base प्रतिवेदन जस्तै कोवो आदी सम्बन्धी अनुभव भएको हुनुपर्ने । प्रशासनिक कार्यहरुका साथै कर्मचारी, बजेट तैयारी, व्यवस्थापन र परिचालन लगायत व्यवस्थापकिय सीप भएको हुनुपर्ने । स्थानीय सरोकारवाला र सरकारसँग समन्वय र साझेदारी गर्ने सीप, क्षेमता भएको हुनुपर्ने छ । उमेर २८ देखि ४० वर्ष सम्मको कार्यक्षेत्र सल्यान, फिल्डमा बसी कार्य गर्ने । आवश्यक शैक्षिक योग्यता तथा अनुभवः कृषि विषयमा कम्तीमा ३ वर्षे डिप्लोमा वा प्रविणता प्रमाण पत्र तह उत्तिर्ण गरी २ वर्षको कार्य अनुभव भएको वा अन्य विषयका हकमा कुनै पनि विषयमा स्नातक उत्तिर्ण गरि समुदायको सशक्तिकरणमा कम्तीमा ३ वर्षको कार्य अनुभव भएको हुनुपर्ने । मुख्य जिम्मेवारीः कृषिसँग सम्बन्धीत कार्ययोजना बनाउने, समुदाय परिचालन गर्ने, कृषकहरुलाई कृषि प्राविधिक सेवा दिने, समुदायमा तालिम तथा सचेतना अभिवृद्दि गर्ने, बजार र स्थानीय सरोकारवाला र सरकारसँग समन्वय र साझेदारी गर्ने आदी । आवश्यक सीपहरुः समुदायमा कृषि, पशुपञ्छी पालन, जलवायू परिवर्तन, जेसी, पोषण तथा खाद्य सुरक्षा जस्ता तालिम तथा छलफल चलाउन सक्ने, विभिन्न लजिस्टिक व्यवस्थापन गर्ने, समुदायमा रही कार्य गर्न सक्ने, दुइपाँग्रे सवारी साधन लाइसेन्स भएको, कम्प्यूटर सम्बन्धी सीप, प्रस्तुतीकरण सीप, सन्चार, समन्वय तथा टिम कार्य सम्बन्धी सीप, योजना तर्जुमा र प्रतिवेदन लेखन सम्बन्धी सीप आदि । ३. वित्तिय अधिकृतः आवश्यक संख्या १, कार्यक्षेत्रः दलित सेवा संघ केन्द्रीय कार्यालय काठमाण्डौ र आवश्यकता अनुसार परियोजना क्षेत्रको निरन्तर अनुगमन । शैक्षिक योग्यताः व्यवस्थापन, वाणिज्य तथा लेखा विषयमा कम्तीमा स्नातक तह उत्तिर्ण गरी ३ वर्षको लेखा तथा प्रशासन सम्बन्धी कार्य अनुभव भएको हुनुपर्ने । It is helping children from disadvantaged communities in rural Nepal to realise their full potential. Green Tara Nepal (GTN) in partnership with Kids at School in Nepal (KASIN) and coordination with Ganga-Jamuna rural municipality has been implementing a School and Community Health Promotion project in Dhading. The main objective of the project is to improve the quality of education, health and well-being among children in the targeted area and to make them capable at access these. We are looking for an experienced and qualified Nepali candidate for the School and Community Health Promotion Project. Design, manage and promote health improvement programmes within the school and in the communities. Background of Everest Club, Dailekh Everest Club (EC), established in 1993, is a non-governmental, non-profit organization based in Dailekh, Karnali Province. EC works in livelihoods, WASH, disaster risk reduction, health, education, and community resilience. With over three decades of experience, EC has successfully implemented a diverse range of development and humanitarian projects in partnership with government agencies, international donors, and local stakeholders. 1. Background Context The Nurture Every Future/ POSHAN Nepal Program is part of the broader Mother Child Wellbeing Initiative, funded by the LDSC. A consortium program jointly implemented by CARE and iDE in Nepal, leverages their extensive technical and managerial expertise in health, nutrition, food, water, sanitation and hygiene (WASH), market systems, and Gender Equality and Social Inclusion (GESI) initiatives globally. Building on successful and unique collaborations with the LDSC, Nurture Every Future / POSHAN aims to achieve comprehensive development outcomes through integrated solutions by working with Health Systems, Food Systems, Market Systems and Empowering Women for Household Decision to address nutrition challenges at individual, household, and community level. CARE Nepal and its implementing partners from Karnali, Sudurpaschim, Lumbini and Madhesh Provinces in collaboration with the Provincial Policy and Planning Commission (PPPC) is planning to organizing provincial-level 2 days workshops in Dailekh, Banke, Kailali, Surkhet, Siraha, Saptari and Rautahat to review the implementation status of the Multi-Sector Nutrition Plan (MSNP)-III and Nutrition Friendly Local Governance (NFLG) at the local government level. The workshops aim to bring together Mayors, Deputy Mayors, Chairpersons, Chief Administrative Officers, Nutrition Focal Persons, Health Section Coordinator and Agriculture Section Coordinator from local governments and development partners in a single platform to assess progress, identify gaps, and develop context-specific action plans covering the entire working district of POSHAN Project. This Terms of Reference (ToR) is developed to hire an individual consultant with comprehensive knowledge, skills, and planning expertise to deliver the technical aspects of the sessions. An experienced consultant is required to facilitate the workshop effectively, ensuring structured discussions and actionable outcomes. 2. Objectives of the Assignment Facilitate and moderate provincial-level MSNP workshops Ensure effective participation and engagement of high-level stakeholders from federal, provincial, local governments and development partners Guide discussions toward prevalence of malnutrition, its importance on human life, existing programs and policies of government of Nepal on nutrition, identifying gaps, challenges, and solutions Support Provincial Policy and Planning commission and local governments in developing actionable plans for MSNP implementation 3. Scope of Work The consultant is responsible for preparation and technical facilitation of the workshop. This includes reviewing relevant policies documents, coordinating with NPC, PPPC, CARE and partners, and preparing presentations on the status of malnutrition in Nepal, its impacts, and existing policies, programs, and MSNP/NFLG targets (Max. 2 key technical sessions). During the workshop (on day first) the consultant will guide local governments in developing practical action plans and prioritizing key interventions aligned with national strategies ensuring that it is aligned with the MSNP/NFLGs aspirations and target. During the workshop, the consultant will also be responsible for moderating the discussions, group work and other officials' presentation; manage time; and ensure active and inclusive participation. The consultant provides technical moderation by linking discussions with MSNP and NFLG frameworks and offering relevant technical inputs. This roster will be used to identify and mobilise expert services on an as-needed basis. Date of RFP issued: 12th May,2026 Request for Proposal Community Development Center Doti (CDC Doti) is a non-profit organization, non-government organization NGO working for the social and economic empowerment of vulnerable communities. It was established on 16/09/2049 B.S and has been serving for more than 30 years with a focus on social empowerment, inclusive and quality access to education, Disaster Preparedness and Humanitarian Response. Over the period since its inception, CDC has had long experience working with government bodies, international non-government agencies, community-based organization across various sectors of social and economic development. In addition, CDC supports community capacity strengthening for rural development, community groups and local stakeholders enhance advocacy capacities development in various sectors. CDC believes in human potentials and strives to promote social well-being, community-led development, accountability to communities, donors and stakeholders, government and non-government agencies. Over this period CDC Doti has developed strong professional networking, collaborative relationship with various organizations, networks and structures in the district and province. CDC also has hands-on experience on social development and  in strengthening the capacities of local level government, community-based organization in Nepal. Nepal’s recent transformation from unitary to federal democratic republic has created significant opportunity for provincial government to formulate policies/procedure and system to collect and mobilize resources to fulfil state obligation. his transition enables the establishment of transparent and participatory planning and budget system where essential services for children can be fulfilled through adequate allocation and expenditure. In this context, child budget analysis is a critical tool for assessing the scale, distribution, and effectiveness of public investments for children, identifying gaps, and informing evidence based advocacy. Accordingly, CDC Doti, through its Civil Society Strengthening for Child Rights Program in Sudur Pashim Province partnering with Save the Children, plans to undertake a child budget analysis to support equitable and effective allocation of public resources for the realization of child rights in alignment with the UNCRC. Save the Children believes that the systematic planning and expenditure at provincial level will definitely lay a foundation to implement child rights in alignment with UNCRC. The Civil Society Strengthening for Child Rights Program in Sudurpashim province is to support right holders and duty bearers in advancing child rights. Public budget allocation for children rights is one of the major components of improving child rights through different development initiatives Child budget analysis is an important process to assessing the sectoral distribution of the public budget and expenditure allocated for children by the provincial government identifying the current status and gaps, equally informing evidence-based advocacy more effective and equitable budget allocation for children. Thus, CDC aims to conduct a study to analyse public budget for children for further budget advocacy at Sudur Paschim Province. It also enhances the capacity of civil society networks to utilize the study findings as the evidence for further budget advocacy for children at provincial level.  Furthermore, the study intends to develop the understanding of state government to fulfil children's rights through increased allocation and utilization of public resources for children specifically for health, education, participation and protection. Therefore, CDC has intended to engage consultancy services to conduct a comprehensive child budget analysis of Sudur Paschim province and this Terms of Reference (TOR) has been developed for the selection and assignment of consultancy services to analysis budget for children. The detail of service is as following: Sn Specification 1) To conduct study on the analysis of Sudur Paschim provincial government budget for children for further budget advocacy. Terms and conditions for 'supply and delivery': The firm/individual must have prior experience working in promoting children's rights through operational research and policy advocacy. S/he should have following capacities and experience working for children. AFN, with funding support from the Australian Himalayan Foundation (AHF), is implementing the four-year “RMNCAH Improvement Project Taplejung” in Maiwakhola and Aathrai Tribeni Rural Municipalities of Taplejung District. Purpose of the Assignment The primary purpose of this assignment is to conduct a baseline assessment for the RMNCAH Improvement Project and generate reliable quantitative and qualitative baseline data against the project’s Monitoring, Evaluation and Learning (MEL) framework and logical framework indicators. The baseline study will: Establish benchmark values for project indicators Assess the current status of RMNCAH services, governance, and community practices Identify gaps and barriers in service access and utilization Provide evidence for planning, monitoring, adaptive management, and evaluation Inform target setting and future comparison for end line evaluation 3. Objectives of the Baseline Study The consultant/consulting firm will: General Objective: Conduct a comprehensive baseline study for the RMNCAH Improvement Project in Maiwakhola and Aathrai Tribeni Rural Municipalities. Specific Objectives: Assess the current status of RMNCAH service availability, readiness, accessibility, and utilization in the project sites. Assess governance, planning, coordination, and accountability mechanisms related to health service delivery. Assess the capacity of health workers, HFOMCs, FCHVs, and local stakeholders. Examine community awareness, behaviors, social norms, and practices related to RMNCAH and ASRH. Assess the status of HMIS/LMIS reporting and use of data for decision-making. Generate baseline values for all relevant indicators in the project logical framework. Scope of Work The consultant/firm will be responsible for the overall design, implementation, analysis, and reporting of the baseline study. Methodology The consultant/firm is expected to propose an appropriate mixed-method methodology including both quantitative and qualitative approaches. The methodology should include: Sampling design and sample size justification Household surveys Health facility assessments KIIs with municipal officials, HFOMCs, health workers, FCHVs, teachers, adolescents, and community leaders FGDs with mothers’ groups, adolescents, disability, and marginalized groups Secondary data review (HMIS, LMIS, municipal records, etc.) Data disaggregation by sex, age, disability, caste/ethnicity, and location where feasible The methodology must integrate GEDSI, safeguarding, and PSEAH principles throughout the study process. 7. Reporting and Coordination The consultant/firm will work closely with AFN project and M&E teams throughout the assignment and report directly to Program Director. AFN will provide relevant project documents, coordination support with local stakeholders and municipalities, and necessary introduction letters and permissions required for the successful implementation of the baseline study. 10.
